I had the incision in my belly button back in 1990.   However, I did not keep up a good exercise routine and my abs went flabby.   Because the muscles weren't built up well enough I ended up getting a hernia in the spot where the incision had been made in the year 2005 because I was picking up a few things that were heavy and most likely done in the wrong way.   
The tubal ligation itself has been just fine for me.   No problems, etc.   It was the incision that didn't help the fact that I had not been keeping the muscles strong enough, even though it was years later.
I think it really depends on how good your doctor is as well.   So, get someone with a good reputation :).
