I have very hard water too but have found a way to ditch shampoo and instead use true soap. For the last year that has all I've been using.
And you are exactly right - just using soap in hard water will make your hair a greasy, tangly mess.
So what you have to do is rinse with diluted vinegar. That will remove the soap scum and condition the hair and scalp. It also works as an amazing detangler.
Doing a baking soda rinse before the soap also helps with the residue.
I started out using Dr. Bronner's classic soaps, but have found that their shikakai soaps work even better.
